Japanese Government Scholarship - Acceptance Abroad
The methods of acceptance and selection of Japanese government scholars abroad may either be via recommendation by embassy or university.

Acceptance and Selection by Embassy Recommendation:
Research Graduate Students, Undergraduates, Students of Japanese Studies, In-service Training for Teachers, Technical College Students and Senshu-gakko (Special Training School) Students.
Japanese government establishments abroad accept applications, as well as attend to the first stage of selection (paper screening, written and oral examinations). Based on the results, candicates are recommended to the Mombusho, which in turn, screens candicates through a selection committee and after discussions with the accepting university or school, decides on the final successful candidates.

Acceptance and Selection by University Recommendation:
Research Students and students of Japanese Studies.
Japanese universities, through the inter-university exchange agreement, screen foreign students of graduate course levels wishing to enter universities according to excellence of scholastic standing and necessity for a scholarship (research students). Recommendations are then made to Mombusho, which in turn screens candidates via a selection committee and decides on the successful applicants. Undergraduate students who are majoring in Japanese Studies are also screened the same way.
