Organization of American States (OAS) Fellowships Programs
Awards available to Canadians for study/research in another OAS Member State
Overview
Among its many programs and activities that further its objectives of cooperation and development in its member states, the Inter-American Agency for Cooperation and Development (IACD) of the Organization of American States (OAS) administers one of the hemisphere's largest multinational fellowships and training program. Every year, the Agency provides several hundred fellowships for graduate studies and research, fellowships for undergraduate studies at universities through the region and awards for specialized, short-term training at educational institutions and training centers in OAS Member and Observer States.
Fellowship and training award programs are managed by the Division of Human Development of the Department of Information Technology for Human Development, of the Inter-American Agency for Cooperation and Development. As one of its strategic objectives, the IACD has implemented a multi-focused plan to increase fellowships and training opportunities and to expand access to knowledge through greater use of information technology. To this end, it is establishing a broad-based consortium of universities to co-finance fellowships.
Additionally, the Division of Human Development has launched and currently manages a program of electronic fellowships (e-fellowships) as a more cost-effective mechanism for expanding fellowship and learning opportunities. The IACD also actively seeks partnership with other agencies involved in the award and financing of fellowships and mechanisms to facilitate access to educational loans to supplement the fellowship programs.
Application forms for these various fellowships programs must be submitted and processed by a "National Liaison Office (ONE)" in the country of the applicant. (Note: the acronym "ONE" comes from the Spanish "Oficinas Nacionales de Enlace".) In Canada, the "ONE" is the Canadian Bureau for International Education (CBIE), which acquired this role through its contract with Foreign Affairs Canada (FAC) for the administration of various scholarship and award programs.
The OAS Member States include: Antigua & Barbuda, Argentina, Bahamas, Barbados, Belize, Bolivia, Brazil, Canada, Chile, Colombia, Costa Rica, Dominica, Dominican Republic, Ecuador, El Salvador, Grenada, Guatemala, Guyana, Haiti, Honduras, Jamaica, Mexico, Nicaragua, Panama, Paraguay, Peru, St. Kitts & Nevis, St. Lucia, St. Vincent & the Grenadines, Suriname, Trinidad & Tobago, United States, Uruguay, and Venezuela.
There are two types of fellowship programs available to Canadians:
Academic Studies
These fellowships are awarded to persons to undertake graduate studies and/or research at a university or higher learning institution in a Member State. (In the past, the self-placed graduate scholarships, as referred to by the OAS Secretariat, were available to Canadians under the PRA Fellowships Program).
Professional Development
These fellowships provide opportunities for professional development through short-term courses in specialized areas of training. They are organized through programs of cooperation with member states, observer states, other non-member states, regional or international organizations, public or private agencies, philanthropic or commercial institutions, institutes of higher learning and other sections of the OAS General Secretariat. Training may be carried out by on-site or by distance education or a combination of both.
